Q. Who can use a scissor lift?
|
|
A. The C.S.A Standard defines a scissor lift operator as a person who is trained in accordance with the standard and authorized by the person’s employer to be in control of the scissor lift.
Clause 25(2) (a) of the OHS Act places an obligation on an employer to “provide information, instruction and supervision to a worker to protect the health and safety of the worker”.
Regulation 851 is more specific and states that a lifting device is only to be operated by a competent person.
“Competent person” is defined by the OHS Act as someone who:
• Is qualified because of knowledge training, and experience to the organization and the work and its performance.
• Is familiar with the provisions of this Act and the regulations that apply to the work.
• Has knowledge of any potential or actual danger to health and safety in the workplace.
Every employee required to operate a scissor lift shall be fully trained by a certified instructor prior to operating such a vehicle. The content of this training will meet the criteria described in the most current CSA Safety Standard for elevating work platforms.
